Our President & CEO
Lucia Davis-Raiford
Lucia has spent more than two decades working with a wide range of partners to build safer communities.
Lucia had a noted career in public administration. She served as founding director of New York City Police Department’s Domestic Violence Unit, becoming the highest-ranking operations civilian at NYPD and a global innovator in crime prevention and law enforcement strategies. Her policies and grant programs helped turn around the department’s response to the violence that generated more than 200,000 criminal complaints every year. The model was eventually replicated around the nation and world through legislators, law enforcement agencies and social service planners in Japan, France, Switzerland, India, Australia, South Korea, South Africa and Botswana, among other countries.
She then joined Miami-Dade County as director of equal opportunity for Miami-Dade County Transit. Her office guided participation of minority and women-owned businesses in contracting opportunities for the largest public works project in Florida at the time.
Lucia also served as division director of Human Rights and Fair Employment Practices, where she ensured all residents had equal access to employment, credit and finance, housing and public accommodations. Lucia was eventually promoted to director of Community Action and Human Services, the largest social services agency in the Southeast U.S., where she managed multimillion-dollar social programs.Raised in Miami, Florida, Lucia attended Bennett College and earned her Juris Doctor in Public Interest Law from Antioch School of Law in Washington, D.C. A champion for women’s rights and philanthropy in the Black community, she has served as chair of the Miami-Dade County Domestic Violence Oversight Board, and is a member of Delta Sigma Theta Sorority, Inc. and The Links, Incorporated. Lucia has also volunteered on the board of The Women’s Fund Miami-Dade and a host of local and national organizations.
